Yes, it is necessary as it controls the idle speed of the engine and is regulated by the engine management system (CPU).
Plugging it will starve the engine of air at idle speed causing stalling, it will also upset the exhaust gas emissions during idle and overrun and consequently affect how the llambda sensor works.
Could cause a fail during an MOT emission check.
You can't tweak it unless it's an old car (say the 90's) as they're sealed units and computer controlled - many older injection cars had an adjustable screw that would enable idle speed to be increased or decreased.
If it fails, the management system usually will go into an emergency mode to compensate (Get you home mode) , and may result in a higher than usual idle speed.
